A: A Community Development District ("CDD" or "District") is a local unit of special-purpose government, created pursuant to Chapter 190, Florida Statutes ("F.S."), and is limited to the performance of those specialized functions authorized therein. The District is a body created, organized, constituted and authorized to function specifically as prescribed in Chapter 190, F.S. for the delivery of urban community development services; and the formation, powers, governing body, operation, duration, accountability, requirements for disclosure, and termination, as required by general law of the State of Florida. The primary function of a CDD is to provide infrastructure for a new community--roadways, street lights, stormwater management areas, walking trails and sidewalks, and other such infrastructure items. Once the infrastructure is built, the CDD then is required to maintain these public facilities.
